It was an amazingly clear day to start then with some adjustments in PS mate.
From memory to help enhance the blue I added an extra layer then increased the contrast applied a slight sepia filter then used the overlay and adjusted the opacity a little to blend with the original layer.
The original image was taken with a polarizing filter at a perfect 90degrees to the sun which really brought out the nice blue though mate. The above PP just made it darker. The sepia filter was more for the building.
